Could You Have Passed the 8th Grade in 1895?

I was just reading somewhere that somebody claimed that a high school education in 1940 was equal to a college degree today. And that an eighth grade education in 1900 was equal to a high school education in 1940. Which would make an eighth grade education in 1900 equal (but I'd say it was probably better) to a college degree now.
